when reddit detects a unmodded sub, they usually block /ban it, its probably good idea to do that, to prevent extremist from festering certain unmodded community.
I took over an unmodded community in the past and from the modlog i can see that the instance admins actually moderate it in the inter-rim when it’s unmodded. Actual moderators massively reduce their workload though, in that regard (usually reducing it to zero).

I know this is two weeks old, but I’ve had .world admin moderate a community until i was able to get off my butt and do it. That was a nice surprise.
