    Man has a point and it applies to most things here in general. It feels like a lot of policy is in reaction to something.

    If Philippines wants to solve it we could do something like Japan flood tunnel in major cities like Manila or so they might be able to take a loan from JICA if they want. Then another is more funding for garbage collection, have garbage cans around every corner of the street or on squatter areas huge garbage box for the community to dump on. That discourages people to throw it everywhere, Same thing can be said with public toilets it’s better they take a shit in there than taking a shit behind foot bridges or parks. We saw how collecting garbage made Pasig river what is now it’s cleaner than what it used to same can be said with Manila bay. Finally enforcing the RA 6969 and PD 825.

    Edit: While writing this I did not watch the video, now that I did there are mentions of spillway already an unfinished ones being revived. So I guess were right on track. One thing causes flood also is concrete they don’t allow water to pass through I think there are already type of concrete that allow water to pass through that is something our government could look into when constructing roads or parking spots nearby low land areas.

      Even if there are garbage bins, people will liter. Go to any ATMs and people throw their receipts on the floor even if there is a trash bin next to it. It’s gonna take a lot more to discipline people

        That is where enforcement and collection suppose to go. People will unlikely litter to a place that is clean. Let’s say the ATM area there is a trashcan but it’s already full, people did threw it properly but it just overflow. Multiple people pass and seeing trash around they would just start throwing it on the ground since it become normalize. If the trashcan was emptied on time then people will keep throwing it in the trashcan.
